Weird is one thing I might call it.

I can't think of good reasons for that design other than to show it can be 
done, for style and maybe that front end would act like a suspension of some 
sort.

It is, at the very least, interesting, if not very practical.

Funny and cool! A bike with hub center steering! 
It's been tried on motorcycles for engineering reasons, though
obviously with a more direct linkage - this bicycle is clearly a work
of art first and a vehicle only secondarily.
