Photoshop 7.0 

Image->Image Size-> Set largest dimension to 800, Set Resolution to 72 
or 92 depending on how I feel, (optional), Resample Checked Bicubic. 

I don't think there's anything special here.  I have noticed that some 
textures just get wonky, but heck they're web images.

I'm curious how you are doing resizing Peter.  As in my post yesterday, I 
often find your shots have a strange granular hard appearance.  The same 
goes for the original full view version of the building.  However, the 
cropped version looks exactly as I would expect.

Now that looks real - the embedded black chips visibly display that they are 
black chips and not sharpening artifacts, and the concrete surrounding the 
chips is smooth.

IMHO the resizing did it.
