It appeared to me that he was travelling on the sidewalk, instead of on the street. When I was is SF a few weeks ago, bikes, especially the rental bikes, seemed to be travelling every which way, on the street, the sidewalk, the trolley tracks and everywhere in between. It's subtle to look at.. He's definitely in the street, however, on the other side of the curb.
