Sounds like you guys are on local time. Sunrise 8 hours before local 
noon, and sunset 8 hours after local noon.

Of course all that stuff is an example of what happens when you let
politicians decide things. Can't just let peaple get up an hour
earlier
if they want to...

There are some very compelling reasons for changing time by an hour
twice a year. We don't where I live. It's great if you want to get up
at 4:00 AM for golf in the summer, it's already quite light out,
however, by the end of July, it is getting dark by 8:00.
