All Go West While armed guards are trumpeted for their role in fighting piracy, and as lawyers and naval commanders take the plaudits for clearing the seas of ne’er-do-wells – it is perhaps easy to forget the vital role that paper has played in making progress against the Somali pirate hoards. The paper which has done so much to aid security efforts has come in the form of Best Management Practices – particularly the 4th iteration. The BMPs have helped many vessels steer clear of trouble, and have been pivotal in better preparing masters and crews alike. But…the BMPs have been very much slanted at the Indian Ocean and the problems off Somalia - how can they be meshed with the security threats over on the other coast, and used to help tackle West African piracy? Well in an attempt to develop some more paper based solutions, new interim guidelines against piracy in the Gulf of Guinea have been developed by BIMCO, ICS, INTERCARGO and INTERTANKO, supported by NATO Shipping Centre. Piracy and armed robbery in the Gulf of Guinea (GoG) region is an established and growing threat. The security problems in the GoG may differ from those off Somalia but there are certain lessons which can be transferred across, such as the importance of risk assessment, what constitutes a typical pirate attack and the significance of movement reporting. The new guidelines aim to bridge the gap between the advice currently found in BMP4 and provides a, “who, what, where, when, how” of GoG Piracy and can be accessed athttp://goo.gl/tqssh It seems the threat is only just beginning off West Africa, and is set to get a whole lot worse before real, long term and sustainable answers are found – in the meantime, this guide is the best help there is. == fm shiptalk = [Non-text portions of this message have been removed] 1. False Promises Newspaper, The Philippine Star recently raised the thorny issue of seafarer oversupply as they questioned why the country is still producing so many maritime graduates when they cannot be absorbed by the world shipping market. According to a damning indictment of the current system, they slam maritime schools who advertise their services to, sail around the world and earn in dollars. They claim trainees and their families are spending thousands of pesos for tuition fees and other cost and demand that people are warned of the, empty promises of maritime recruitment. The Philippines has long been the leading supplier of seafarers to the worldwide shipping industry. Indeed Filipinos sit alongside Indians as the preferred crews of choice. Though the xenophobic Philippine Star believes that Filipinos have the edge because, Indians are known to be argumentative, while Filipinos are more amiable. Guess we'll find out from the emails we get. The paper wants to bring the government's attention to the big social problem plaguing the industry, the fact that they have 93 maritime schools accredited by the government, churning out 20,000 graduates per year. In 2010, the nation deployed 82,000 officers and 125,000 ratings. According to their number crunching the industry only needs 5,000 graduates yearly to replace retiring seafarers and to meet new labour demands. So what is to happen to the remaining 15,000 graduates yearly who cannot find employment? The maritime education sector is currently guilty of promising a false dream as the oversupply of maritime graduates means that thousands of maritime students do not get the opportunity to practice what they've been studying for. The media campaign wants to see the Philippine government cease issuing new licenses for maritime schools unless they can prove that they can put up a higher standard of maritime education and have the latest equipment and systems in place. Without a reassessment, then the promise of sailing around the world and earning dollars is no longer a dream but a nightmare to victimised parents and students. = fm shiptalk 1. Kita selalu merasa muda karena belum atau tidak merasakan sakit karena penyakit tua. Ketika batuk sudah susah sembuh, jalan tertatih tatih karena sakit pinggang; pendengaran semakin berkurang, rambut beruban, mata mulai rabun, ketika itulah kita (seharusnya) sadar bahwa kita sudah tua. Bukan berarti harus berhenti beraktifitas. Justru aktifitas harus tetap ada dan dijaga dalam porsi yang berbeda. Apa yang diharapkan si orang tua ? Saya rasa sama saja dengan semua orang tua. Diingat oleh anak anaknya. Jangan karena malu tidak punya oleh oleh, jadi pembenaran untuk tidak berkunjung. Ada atau tidak ada oleh oleh, buat si orang tua sama saja. Security Forecast As 2013 rumbles along what are seen as being the key maritime security threats for the year? While the frequency of pirate attacks off Somalia has dropped, if they learn to adapt there will be surprises ahead and given that they are billed as being some of the most wily, cunning foes around, the chances are high that they will be breaking through the thin blue line of private security soon. According to the latest analysis to emerge, the likely threats to maritime security are issues in the following problem areas: Nigeria: An increase in Gulf of Guinea piracy is understood to be likely in the next three months. With an increase in the capabilities of pirate groups off the Gulf of Guinea and limited security in the West African seas, piracy risks are likely to grow. Due to the very limited capabilities of regional navies including the major player, the Nigerian Navy, and, unlike the seas off Somalia, the lack of an international maritime presence, tankers are vulnerable to oil theft. Somali piracy in 2013: The multi-million dollar question is what will happen next. Some want to believe the threat of Somali pirates has subsided, but the root causes remain. While some high profile pirates may have decided to renounce piracy, there are many more waiting to step into their Swarovski encrusted flip flops. The money is still good, and Somalia is still a place where alternatives are hard to find. The rise of Somali piracy 2.0 looks distinctly possible. South East Asia: There has been a steady rise in the number of attacks around South East Asia. Piracy in the region is a serious problem, and while it was eclipsed for a while by the new Somali iteration, it is firmly back on the maritime security radar and is likely to pose further problems into 2013. New potential problem areas are emerging as North Africa and Syria throw up potentially serious threats to maritime trade. Lawlessness, desperation and instability are the key drivers of maritime crime, and so it will be interesting to see how these threats eventually manifest themselves. Modern maritime piracy has always been considered a tropical disease, as it is 99.9% confined between the Tropics of Cancer and Capricorn. The potential shift northwards, however, could see a fascinating new tide of maritime criminality be careful out there, wherever there may be. == fm shiptalk === 1.
