Sebelum melakukan operasi STS, beberapa penyedia jasa mengeluarkan Surat Jaminan Ganti Rugi (LOI’s) kepada nakhoda kapal dan meminta mereka menandatangani LOI tsb atas nama pemilik kapal sebelum dimulainya sebuah operasi STS. Berdasarkan beberapa kontak/komunikasi, juga sebagaimana hasil diskusi dg PI clubs (klub asuransi maritime), prosedur berikut ini direkomendasikan agar di adopsi oleh para pemilik kapal sebagai kebijakan standar. 1) Para nakhoda/managers agar menghindar menandatangani LOI’s yg diberikan penyedia jasa layanan. 2) Bilamana penyedia jasa layanan memaksa, maka PI club harus segera diberitahu dan berkonsultasi. Adalah penting sekali bagi PI club untuk diberitahu tentang LOI, jika tidak pemilik kapal tidak dikover asuransinya bila terjadi kecelakaan. 3) Hanya para Nakhoda/Managers yang harus menandatangani LOI, dengan mempetimbangkan saran2 dan masukan dari PI club. Para managera harus mampu menunjukkan bukti, seperti komunikasi email dg penyedia jasa layanan STS yang mendukung alasan penolakannya menandatangani LOI’s tsb, berdasarkan Step 1 diatas barang bukti ini adalah sangat penting bagi PI clubs. Tentu saja, penandatangan LOI tanpa melalui konsultasi sebelumnya dg PI clubnya dapat menimbulkan konflik (masalah) terhadap jaminan asuransi mereka. Lebih2 lagi, dalam beberapa LOI’s, point2 kontrak yang berkenaan dengan gantirugi pihak ketiga juga dimasukkan, yang mana hal tersebut diluar scope tanggungan PI, sebagaimana yang telah di setujui bersama dg pemilik kapal. Apart from it the colleagues whom employee used to work with will always look for this type of person to work with him again and again o the same vessel, and/or they will be recommending him to a prospective employers who has the openings. To my understanding learning a language is just like you live the life itself, its an activity that we need to do without stopping, just like breathing, we have to do it continously for whole life, so its no certain length period of time for someone studying english to muster it. We must, whole heartedly commit ourselves to this particular subject. There are many ways of learning english, taking a course, self-studying by reading books, watching foreign televisions or practicing with tourists or foreigners you meet somewhere. To my opinion either ways you are taking, the most important thing is that you are to get to be exposed to the community who use english as their communication mean. As for seafarer we have lots of chances to that exposure, don't be ashame, practice your english anytime you have chances. Last, it worths to note that if we want a quality we have to pay more. If you want a proper english you need to learn from native speakers. Through out experience working onboard the pipelay barge enagaged in offshore projects around the world I would not object if somebody say that Indonesians seafarares are a bit inferior to the filipinos in the communication skills. Yes, there are many excellent masters and officers doing the good job onboard the AHTs in Indonesian oil and gas fields. But please look on another side of the world, it wont surprise you to find that our seafarres are hardly to come up as high as chief mate level. Not only the seafarers, even the highly qualified engineers graduated from reputable university look inferior when they interact with the fellow workers from other countries. Yes, not all of them, somebody are really doing good, but when we are talking about percentage it will embarrase us especially when we compare the size of our country and the numbers of population in Indonesia to the filipino for instance. However we should not be pesimistic as to blame ourselves and education system in our country, instead we have to turn over this weakness to be the strength that will enable us to compete with any nationalities in this globalization era. Jotham Sepie Wenas, in my mind just crossed : that should be the opinions go. i mean lets not only give any subjective words, but lets have ourselves improved skills and capability for the jobs. as i said, once i had friends of seaman (i said once coz i had no idea where they are now); from 6 people i knew, i guessed they have not enough skills in english and computer literature that time. (of course it wasnt a good sampling with the number of seaman), but hey God, in my mind, a good ship must be full of highly technology equipment, otherwise internet, but how come their skills at that grade? Would it be caused any problems in future when they onboard? the conversations and informations (especially thank you for mr. Akhmad Subaidi for computers tips), now make my eyes opened wider : hey, there is a community
