Thread-safe Test::Builder

I was reading Artur Bergman's article on perl.com

Where he talks about changes to Test::Builder to make it thread safe. 

I was, out of curiousity, wondering what happened to these changes as they 
don't seem be in 5.8.0RC1

My time machine's in the shop awaiting a shipment of sky hooks.
(Translation: Arthur's patch came after RC1.)

As for why it's not in the CPAN version yet:  I'm lazy.
