Perl, PDF & password secured ???

I am seeking a Perl method to create password secured PDF files from
HTML web pages.

PDF::API2 does not appear to have this functionality.

What do you think?

Is it possible to create a sample script that is as small as possible 
and exhibits the behavior you observed?
