  Slight tweak to perldelta.pod

None of the other headers end with a period, so remove the period from the end 
of this one header. Also, the previous header says just "no longer", so change 
"will no longer" in this same header to just "no longer" to match the style of 
previous header.

  Remove a stray period from the usage output

A recent contribution (PR #19853) added a description for the `-g` option to 
Perl's usage output. Unfortunately, it included a stray period in the 
description that wasn't caught before merging. (Note that none of the other 
descriptions have any periods.) This very trivial pull request removes that 
stray period.
