Please take a look at the issue I filed a few days ago labelled "v4 3.0
connection issues, notices is readonly", it is related

I am also having problems logging in since upgrading to pgAdmin4 3.0. Mine
are more like those found in this bug:
https://redmine.postgresql.org/issues/3297

I also tried using the docker image, but that was even worse, it says that
my local postgres server isn't accepting connections. Or if I try to access
our dev instance I get a popup box saying "Please log in to access this
page"

I guess I'm gonna have to revert back to v2.1

On attempting to login to the database server I get an error
  message "readonly attribute" - see log entry below
I'm using postgresql 9.6 on Ubuntu 16.04.4 LTS,  installed on a
  single user workstation using trust authentication on 127.0.0.1
  pgadmin 4.3 installed using apt from the postgresql repository
No problems with pgadmin3 or pgadmin 4.21
Any thoughts on how to proceed would be much appreciated
