Theres the Select for update

which locks the records for the transaction

Postgres doesn't have an explicit FETCH FOR UDPATE.  You can either  
create the cursor with SELECT FOR UPDATE, or UPDATE the row in the  
cursor using UPDATE ... CURRENT OF.
