 Postgresql tools like createdb or psql works correctly.
 I run PostgreSQL and pgAdmin III on Windows platform.

Yes, you need a CVS snapshot of pgAdmin
(http://pgadmin.postgresql.org/snapshots/win32/) for 7.5 support.
