[HACKERS] Redundancy in comment within lock.c

Silly typo report. Line 3774 of lmgr's lock.c says:

 * Re-acquire a lock belonging to a transaction that was prepared, when
 * when starting up into hot standby mode.

This has been the case since the original hot standby commit.
