Bug description:  php_tidy.dll cause Apache2 to crash on stop

Description:
------------
when enable
extension=php_tidy.dll
Although the apache2 can start and opearate as normal,
it can exit or restart correctly

Reproduce code:
---------------
enable
extension=php_tidy.dll
in php.ini
start apache2
then restart or stop the server
an error / message box will be pop up

Expected result:
----------------
Apache2 restarted
or 
have a clean exit

Actual result:
--------------
an error message popup and
apache2 processes was killed
