Bug description:  iconv_mime_decode case-sensitivity for encoding token ('B' or 
'Q')

Description:

iconv_mime_decode doesn't recognize lower-case encoding tokens  ('b' or
'q'). These are acceptible according to the MIME RFC
(http://www.ietf.org/rfc/rfc2047.txt).

Here is a fix. Edit file: /ext/iconv/iconv.c

When calling iconv_mime_decode to decode between an unrecognized
charset to UTF-8, PHP throws a segmentation fault. It only happens when
mode=2

./configure --with-iconv=/usr/local/lib

I would expect it to just return the original string if it doesn't
recognize the charset.
