This just showed up for me, Windows 2000 Server / apache 2.0.47 / PHP 4.3.1 Trying to install PHPWiki 1.3.4 (ok, so this is dev branch, but this bug isn't PHPWiki's fault). Same thing happened to me (25090) as in this post the precise error occurred (Driver initialization failed for...) isnt't specified so the search engine doesn't help in finding it. Maybe this applies to dbm, too.
