Are you sure there is de_DE locale in your system and this locale does
have thousand separator?

This bug has resurfaced when building PHP 5.1.1, 5.1.2 and
200602031530 snapshot on Darwin 8.4.0 (Mac OS X 10.4.4)
ppc platform.
