Calling htmlentities on '£' generates two entities rather than just
£ as expected.

Reproduce code:
---------------
<?php echo "£=>".htmlentities('£'); ?>

Expected result:
----------------
Output should be "£=>&pound;"

Actual result:
--------------
"£=>&Acirc;&pound;", where did the '&Acirc;' come from?
