Bug description:  difference in strtotime results

Description:

The difference in strtotime() output in different PHP versions on Windows
XP SP3 and CentOS.

Reproduce code:
---------------
$start_date = '2009-04-16'; // thursday
$fdate = strtotime($start_date . " +1 thursday");
echo date ( 'Y-m-d', $fdate );

Expected result:
----------------
2009-04-23


Actual result:
--------------
In PHP 5.2.6 will output:

2009-04-23

In PHP 5.2.8 and 5.2.9 will output:

2009-04-16
