Description:

In version 22 sep 2009:
print_r($_FILES);

throws:
Failed to decode _FILES array

and

Could not convert binary string to Unicode string (converter UTF-8 failed on 
bytes (0xF3) at offset 60)

But there is no character F3 in the filename!
