This function doesn't exist anymore. It never returned 
true thus it was useless function.

The documentation still claims it exists though.

Since upgrading to 4.0.5 I get this error:

Fatal error: Call to undefined function: connection_timeout() in 
/home/www/common/class.gzip_encode.php on line 158

Please note that it didn't appear always, but I failed to understand which 
circumstances trigger it.
