verify that by using a snapshot from snaps.php.net?

strtotime() returns an wrong timestamp from the date-string:

echo date( 'd.m.Y H:i:s', strtotime( 'Tue, 11 Dec 2001 23:38:06 +0100' ) );

return 07.12.2001 20:38:06 under 4.1.0.., 
4.0.6 return 11.12.2001 23:38:06
