This is somewhat dependant on the email server (MTA) you are running and how it is set to authenticate users. If using linux/unix, sometimes all that is required is for you to create an account is to add the entry in the /etc/passwd, and create a home directory. This you can easily do with a PHP a script. Some MTAs like Postfix allow you to store your users in a mySQL database. This in turn allows you to create a php based web admin interface to your mysql user authentication table.
