How do I get the current time() for Central European Time
(= GMT +01:00).
I want it to work wherever the server stands.
How can I get the difference between server time
and GMT, for instance?

Why wouldn't you use gmdate: 

http://www.php.net/manual/en/function.gmdate.php

and then increment it yourself by an offset?
