I just asked a question similar to this the other day.
Try using;

preg_match_all("(([[:blank:]+]|^)[09][0-9][4789][0][0-9]{3}[abcABC]?)",
$zn[1], $zaaknummers1);

Try using;

preg_match_all("(([[:blank:]+]|^)[09][0-9][4789][0][0-9]{3}[abcABC]?)",
$zn[1], $zaaknummers1);
