[PHP-DOC] New CHM manual opinions

Nice design on the new manual, I am one of those looking forward to the inclusion of the user comments. As I was trying it out, I noticed a couple of issues.   While it looks great on screen, the layout is not very scalable. When I browse through the help files, I like to keep the contents/index/search/etc window open for easy navigation and searching.
