I think Autopilot should do that:

 AutoPilot monitors the DTR line of the palm device, waiting for it
 to go from LOW to HIGH, which activates the given command. This can
 be used to run a certain parameter when the palm enters the
 cradle. Autopilot now also supports activation on the hotsync
 button.

If I'm not mistaken then autopilot is something that runs on the PC. What
I want is something that runs  on PalmOS, so that I dont have to manually
start the network connection on palm. pppd on the host machine is anyway
waiting already.
