[pkg-go] Bug#947062: New upstream version available, current package outdated

Hey!

The package is quite outdated in Debian (0.3.1 while upstream is
3.2.0). Contributors from upstream are wondering[2] if this could be
fixed. I know there are many dependencies missing, notably with Lego
trying to support more and more providers, as it is easy to do with Go
but hard to do for us to package everything separately.

After a quick look at go.mod[1], most of the dependencies are missing
from Debian (notably the ones provider-specific).
