Bug#842549: Dh_Haskell.sh should respect DH_VERBOSE settings

I didn't find the appropriate haskell package immediately, because it neither has a dependency on the icu runtime library or a Built-Using attribute ] Seen with haskell-text-icu, but it looks like there are no Built-Using attributes for any C library used for many packages. Therefore filing this isssue on a package which is maintained by the debian haskell maintainers.
