Bug#618725: ~/.java/deployment/deployment.properties gets overwritten VERY often

Well it turns out ~/.java/deployment/deployment.properties gets
overwritten VERY often. So one must add that line back to it VERY often.

A Google search about this file turns up the usual confusing answers.

And I had dreams one could workaround this bug without being root.

And I had dreams someone would fix this bug.

Bug#618725: no idea where Sun Java Control Panel is

I had success hacking /etc/sysctl.d/bindv6only.conf .
I have no idea how to get to any
Sun Java Control Panel - Java - View - User - Runtime Paremeters
that you are talking about. And even if I did, I have to make this
change to several computers, so you had better tell me what file to stick the
-Djava.net.preferIPv4Stack=true
into, so I can propagate the file instead of having to play with some
interactive thing.
