Well it turns out ~/.java/deployment/deployment.properties gets overwritten VERY often. So one must add that line back to it VERY often. A Google search about this file turns up the usual confusing answers. And I had dreams one could workaround this bug without being root. I had success hacking /etc/sysctl.d/bindv6only.conf . I have no idea how to get to any Sun Java Control Panel - Java - View - User - Runtime Paremeters that you are talking about.
