I've no idea where the system-wide properties file reside, but the user's one 
can be found under
~/.java/deployment/deployment.properties

Just add a single line to the very end of this file:
deployment.javaws.jre.0.args=-Djava.net.preferIPv4Stack\=true

I had success hacking /etc/sysctl.d/bindv6only.conf .
I have no idea how to get to any
"Sun Java Control Panel -> Java -> View -> User -> Runtime Paremeters"
that you are talking about. And even if I did, I have to make this
change to several computers, so you had better tell me what file to stick the
"-Djava.net.preferIPv4Stack=true"
into, so I can propagate the file instead of having to play with some
interactive thing.
