If libxine is going to be *removed*, can't you simply make libxine- dev provide libxine2 stuff? In that way you will only need binNMUs for this packages. You normally add the soname to dev packages if you intend to provide more than one version at the time. Since there are only three packages still using libxine-dev (plus one which needs to be removed), simply fixing these three packages and removing the package might be simpler.
