hi, i haven't tried to build the package, but just looking at debian/ i have a few comments: you are packaging a library, yet you do not have the so-version in the package name. the binary packages should be named "libde265-1" (or whatever the current so-version), "libde265-dev",... see debian policy §8 [1] for info on how to package libraries. esp. read about creating a .symbols file.
