Two autdio packages for adoption

Hi all,

I am currently the Debain maintainer of libsndfile and libsamplerate
(as well as being the upstream maintainer ot both).

While I am able to remain upstream maintainer I am not able to continue
as the Debian maintainer for these two packages and therefore wish to
turn them over to the pkg-multimedia-maintainers group.

IOhannes (CCed) is already a co-maintainer of libsndfile so I think
that package is in pretty good shape.

libsamplerate needs a new release to close debian bug #860159, but the
fix for that is in version 0.1.9 available here:

If you need to backport the bug fix to earlier releases, I can help 
figure which git commit contains the fix.

Yes, I did. The problem was not at the PusleAudio level, because ALSA
did not find the HDMI audio device either.

Bug#825078: Audio over HDMI not working

After upgrading from kodi-15 to kodi-16, audio over HDMI stopped working
on my dedicated kodi box.

I spent a *lot* of time debugging this and in the end installed a kodi
specific linux distro (http://wiki.libreelec.tv/) and everything works.
