Maybe if the user set the resolution to one that does not work
with her/his screen this reset can be helpful.

What that sense is? I never see similar behavior of other
applications. But with this I can't switch to size what I need. This
is something ridiculous.

I have successfully reproduced the issue:
1. Start Kodi with default configuration
2. Change resolution in settings to lower resolution than the screen
(successful)
3. Exit kodi
4. Start Kodi again (lower resolution restored)
5. Switch to windowed mode in settings
6. Switch back to fullscreen
Here the resolution is set to the native screen resolution which I had
in step 1.

I'm not sure if it is a bug or a design decision since switching to
native resolution also makes sense.
I'm marking the bug as wontfix since I don't want to diverge from
upstream in this behavior and the current one makes sense.
Feel free to discuss that question with upstream and if they change
how switching to fullscreen works it will be available in the package,
too.
