could you explain the reasoning behind this?

i agree that it would be better (as in: less ressources needed from
ftp-masters and snapshots.d.o,...) to collect all fixes before doing an
upload.
but since an upload withOUT a fix for #837423 has already been done,
what is the benefit of witholding the fix?

the only possible reason i see is that the unfixed version of
jack-audio-connection-kit might enter testing two days earlier.
given that this package is probably *mostly* used as a B-D (with the
runtime dependencies mostly being satisfied by jackd2) i don't think
that this is a big advantage.
