You should switch to 1.1 if that's an option :), but as we are just
discussing on #debian-devel, the libssl-dev dependency of libpq-dev
will simply go away completely. I'll be uploading later today.

[Pkg-postgresql-public] OpenSSL 1.1.0 and reverse build-dependencies of libpq-dev

Dear Postgres Packagers,

The new libssl1.0-dev and libssl-dev packages conflict with each other,
so cannot be mixed during a package build.

Because my pacakge bacula links with both libssl and libpq, it looks
like I need to coordinate with you.

Do you plan to release a new version of libpq-dev that depends on
libssl1.0-dev or will you stay with libssl-dev (and thus switch to
openssl 1.1)?
