Can you kill kded5 and then run kded5 from console and see what it says there?
I've been experiencing issues in Kubuntu where powerdevil failed to load
because of symbol lookup errors, ie. distribution/packaging problem.

I did my weekly Debian Testing update last night (2016-06-10), and today I also
experienced this issue.

However, in my case at least, it appears to have been a binary/lib version
mismatch.
The main powerdevil packages were upgraded to 4:5.6.4-2, however
libpowerdevilcore2 was *not* upgraded at the same time, remaining at 4:5.4.3-1.

After I'd resolved the minor issues with an `aptitude full-upgrade
libpowerdevilcore2`, I was able to start the "Power Management" service as
expected.
