Another confirmation of what Eric Harrison taught me about 26 years ago:
linux is simple: each tool is little and does one specific job. The problem
is that are thousands of little tools. :-)

I'll read and learn about fan speed and temperature so I know what I'm doing
when adjusting the two video card fans. (The CPU and case fans are quiet;
only the RX-580 fans are noisy.

I registered on the community forum and posted my question there. Perhaps
someone will answer.

When I looked at the AMD contact page the sections were for drivers,
software, and similar, but not for direct technical support. It seems that
the community forum is where technical help would be available.

Huh! I run gkrellm but haven't looked at options for a very long time. Now
the GPU fan temperature is 82.4F and the speed is 216. Is that RPM?
