Vtiger, started out as a version of SugarCRM, but soon changed so much, I don't think it's considered that anymore. They have added a lot of features, the major version changes redid the Look and Feel each time (some good and some not so good). I don't think they fixed all the bugs in the previous versions. But version 5 has been around a while, so maybe they finished the major changes and are now settled into a maintenance phase. With sugar, if you want more robust features, you have to pay. I am currently doing development with Apache OfBiz http://ofbiz.apache.org/ I have found the architecture of the system easy to work within for custom development.
