This appears to be a AMD issue and the only way around is by Enabling IO
APIC:

Can you please post which iso you are using, your network settings for that
host, and whatever system settings may be enabled?
I'm currently running 5 server, 6 server, and 6 workstation in virtualbox
without issue.

I've always used the defaults and never had an issue while provisioning
