Could she connect to internet, then and send / receive email via these servers? Because the corporate offices are separate from the data center. It's not all that unusual. Los Angeles is a peering point for the Internet backbone and you want to be as close to that as possible. The whois information is just who the administrative contact is and not the physical location of the system.
