Seems to be limited currently even for ubuntu
http://foss.coep.org.in/ubuntu/dists/ I only see xenial and trusty, even
the webpage mentions they host only those.

I found 1 local repo hosting provider but that's currently for Debian
and Ubuntu = https://foss.coep.org.in/drupal7/index.php

You can request them to host Fedora repo.
I don't no the process to raise a request sorry :-/

I had discussion with multiple experts on this issue.

I got following feedback/suggestion/comment from them = If Apache is
not fine tuned to accept TCP packets/sessions over SSL/TLS it can
cause time out issues. [Something to do at server side where
repositories are hosted]

I guess same applies for HTTP based repositories hosted on Apache
based web server.
I have bitter experiences with Apache 2.4.

I am not really an Apache web server expert/admin hence unable to
describe in exact technical wording format. Sorry about that.

Work around = try ftp based repositories.  :-)

for the garr.it italian mirror which gives me full 100 mbps speeds and it
