For some reason, the server wasn't turned on in MusicIP. The thing that
I had to do was go to PrefsServices and hit the START button.

Before I did that, when I tried they url, I got an error (probably 404).
When I went to PrefsServer the connect to server box was checked. When
I hit Test Connection button it said connection was ok (even though it
wasn't...at leas from what I saw). Once I found that Start button, I
restarted LMS, it rescanned, and I now have another toy to play with.

I think you are referring to the test connection button on MusicIP. 
That button is to test the connection to the servers on the internet
storing the MusicIP data and not the MusicIP service running on your
machine.

I've looked at other similar posts but have not seen the answer so
please don't tell me to read other posts (unless one has the specific
answer).

I just installed MusicIP. I restarted and rescanned LMS and am pretty
sure MusicIP is working. The first time I saw an error message saying it

I'm used to running MusicIP headless on a Linux box, so I'm not sure how
much I can help you with the GUI on Windows, but here's a little tip. In
the LMS web ui, click on a song link on the left side of the window. You
should get a lot of information about the song, and a link to Create
MusicIP mix. And there you go.
