We Poles know the value of struggle for freedom and sovereignty
of motherland.  In our own struggle we experienced support from
Panama, a country which, due to it's geographical and political
situation, resembles in many aspects the position of Poland.
Presently Panama may at any moment count on respect from
Poles enjoying the freedom of their own motherland. We Poles know
what democracy really is and are capable of appreciating it. We
acknowledged with the greatest satisfaction last year's good will
declaration of the President of the Republic of Panama, Mr Ernesto Perez

Balladares, who proposed a transfer of Robert Czarkowski, a Polish
citizen, sentenced and imprisoned in Panama. We know that
R. Czarkowski is a man who actively fought for a system of justice
in Poland, as well as indirectly and directly for peace and
democracy in Latin America. Bearing these merits in mind, we insistently
request the Government of Panama, and personally His Excellency, Mr
Ernesto Perez Balladares, the President of the Republic of Panama,
in accordance with his formerly expressed will, to meet the Polish
Government's offer to receive R. Czarkowski in Poland. We do not
ask for his pardon or his release. We only ask for the transfer of the
prisoner to Polish penal jurisdiction.  We know that R.
Czarkowski is in a state of deep depression.  As a Pole in a
Panamanian prison he is very lonely and isolated, and he can not
converse in his national tongue.  He fell into very different
existential, cultural and climatic conditions which in consequence
produced a great deal of damage to his health and endangered
his life.  We would like to underline that this man, for the reason
of his past services, deserves the act of transfer.

We understand that this is a symbolic step which may be a possible
solution in situation when Panama is in times of constitutional
referendum,strugling for its own democracy.

Stressing our hope for your positive answer to the Polish
Government's proposal, we express our respect and best regards.
