A few comments:
  * Update your /etc/mtree/BSD.local.dist:
http://marc.info/?l=openbsd-ports&m=118900677500696&w=2
  * Move lib/apache2/ into PFRAG.shared, too
  * Change PKGNAME to ap2-mod_fcgid-2.2 to indicate that it's an Apache2
module
  * Add SHARED_ONLY=Yes

I didn't test functionality yet.
