update: net/dnsmasq

here's an update to net/dnsmasq. Also take over maintainership because
Jonathan Weiss (maintainer) doesn't run OpenBSD anymore and I've been updating
this port since 2006.

works for me on i386, amd64, macppc and sparc64.

I sent this diff to the maintainer several days ago and got no answer, 
as usual.

So, I thought it would be better to submit the following diff since I'm
still using it daily:

The diff works for me on macppc and i386.


the diff removes a patch added by pvalchev@ to compile with
gcc2 since I was able to build it on sparc (2.95.3). Please test.

he said he was still interested in maintaining the port. However it
seems he totally forgot about it, as happened with the latest update
(2.31).

So, I thought it would be better to submit the following diff since I'm
still using it daily:
