whereas for rhel8, all the latest releases(3.3.4, 3.3.5 and 3.3.6) are 
available. Is it because support for rhel7 is ending soon?

Some packages in the GIS suite that supports PostGIS cannot be built on
RHEL 7 for a long time, and yes, RHEL support is ending soon.

The latest available version is 3.3.3
