gcc, if you're running OSX...

That said, if you're coding for Windows machines, you're probably sol 
anyway, since you're going to need the windows libraries.

If you're doing just C++ gcc (under OSX) or MPW (under OS9) are good, 
free, bets.

MPW and BBEdit are great. MPW is free as well, C/C++/ObjC/ and even
Java(additional setup required)

I use it more than CodeWarrior most of the time.
