I believe PowerMail only looks at the clock when you first open it. If
you change the time zone settings, PowerMail won't know that you changed
them until you quit PowerMail and then open it again. If you're on a
laptop that simply sleeps and is not generally shut down or restarted,
PowerMail hasn't noticed the change in your settings. Quit and reopen
PowerMail, and the change should apply itself.
